Purpose of the job:

  • Ensure/provide a safe and healthy environment for site staff, customers, and contractors.
  • Minimize environmental impacts (environmental footprint of operations & management of historical pollution).
  • Protect Alstom/Port Authority assets and reduce risks of business interruption resulting from fire and natural catastrophes.

Key Accountabilities:

  • Support Site EHS Manager
    • Support EHS objectives, including site KPIs
    • Conduct and review Risk Assessments supporting site operations and develop and recommend appropriate risk management strategies, including proper measures to mitigate risks (eliminate or render acceptable).
    • Confirm proper documentation of compliance activities for reference purposes and ensure that Alstom EHS standards and tools (AZDP, TOP_E, Transport Key processes) are deployed at the site level.
    • Support all customer and Alstom internal audits.
    • Establish, implement, and maintain emergency plans.
    • Review and update the Emergency Operations Plan (EOP) annually.
    • Support extended contractual obligations associated with Van Wyck and NTO projects as required.
    • Identify and recommend potential incorporation of best practices.
    • Serve as lead investigator for all safety violations, incidents, and accidents. Solicit subject matter support to develop root cause investigation reporting.
    • Three years of construction-related experience
    • Support 24/7 coverage as required.

  • EHS Compliance
    • Ensure compliance of site activities according to the EHS Plan, guidelines, and work instructions.
    • Prepare and present Alstom management with compliance reports. Identify trends and present performance improvement data to make informed business decisions.
    • Design and implement programs/policies to ensure compliance with Alstom, government, and legal regulations.
    • Developed, deployed, and maintained local procedures and tools and ensured they were aligned with Alstom and international Standards (ISO 14001 and ISO45001).

  • Develop EHS culture on the Site.
    • Inform, instruct, and train employees to perform all tasks in a safe & environment-friendly mode aligned with project Method Statements.
    • Participate in implementing site EHS training programs by providing EHS inductions and organizing Tool Box meetings.
    • Provide training to educate company staff on essential compliance to prevent injury, damage to plant and equipment, fire, and environmental pollution.

  • Report, Measure & Review
    • Support the EHS Site Manager in capturing, reporting, recording, investigating, and analyzing accidents/incidents to implement corrective and preventive actions.
    • Support the preparation of monthly EHS reports. Can be in charge of feeding the EHS Teranga reporting system in line with Group reporting requirements and under control by the Site EHS manager.
    • Carry out inspections of work areas, carry out EHS audits, and report any discrepancies.
    • Perform EHS legal compliance checks for specific requirements.

  • Performance measurements
    • IFR 1 & IFR 2
    • Fatality / severe accidents
    • SOV number
    • Health and wellbeing (Occupational diseases, ergonomic)
    • Environment (Energy, water, waste, TOPE, VOC)

Education Requirements:

  • Mandatory:
    • Engineering or Business Degree (or demonstrated equivalent)
    • Health & Safety Qualifications recognized by the enforcing authorities in the country of operation (when required).
  • Desirable:
    • Degree level Environmental Qualification to Diploma or Degree level

  • Experience:
    • Five years of professional experience
    • Experience in Environment, Health & Safety actions and activities
    • Familiarity with ISO14001, OHSAS 18001, ISO45001
    • Comprehensive understanding of local legal EHS requirements
    • Experience with the rail industry a plus
